China's near-record trade surplus holds as G20 pressure and US tariffs mount

China's external trade position is unchanged at the core: a near-record goods surplus, a durable services deficit, and a two-track strategy of deepening non-US ties while managing a shallow truce with Washington. The newest documents add two incremental signals rather than any shift — US Treasury Secretary Scott Bessent is taking the surplus/imbalance grievance to the G20 venue 1, and Jiangsu has expanded domestic trade-in subsidies into robots and drones, a consumption measure that does not open the import channel 2. Both reinforce the standing judgment: the export machine keeps running, and the pressure on it is accumulating from both bilateral and multilateral directions.

The surplus remains goods-driven. SAFE's July figures (already in the picture) put combined goods and services exports at $424.2bn, imports at $333.0bn, and the total surplus at $91.2bn 3; the goods balance contributed $110.3bn, while services ran a $19.1bn deficit. Provincial data confirm the same engine: Zhengzhou Xinzheng Comprehensive Bonded Zone posted 288.3bn yuan in January–July import-export value, up 33.7% year-on-year and a record for the period, ranking third among national comprehensive bonded zones 4. Inland bonded zones are thus the newest hubs of the goods-export machine — the same structural story, not a new one.

On the US track, the shallow détente is still exposed to the trade-remedy machine. The Federal Register on August 31 carried final affirmative anti-dumping and countervailing duty determinations on van-type trailers and subassemblies from China 5,6. The US–Canada dispute shows US voices trying to drag China in, while Chinese analysts note that Ottawa's diversification is a response to Washington's protectionism 7. More consequential is the multilateral turn: Bessent is using the G20 to press for shrinking global trade imbalances, with China's export machine explicitly in the crosshairs 1. That shifts part of the confrontation from bilateral tariffs to coordinated surplus-reduction pressure — harder to hedge with export diversification.

The diversification track continues to deliver incrementally. Jiangsu's "Brand Products Silk Road" platform produced $150mn in intended deals in three days at the Almaty Central Asia expo, up 25% year-on-year, and over $30mn in intended cooperation at the Africa (Kenya) Power, Energy and Water Expo 8. Hainan remains the showcase for opening: zero-tariff lines have expanded from 21% to 74% of tariff lines, covering more than 6,600 product types since island-wide customs closure, and the province is deepening coordination with Jilin on data services, NEV exports and biomedicine 9; a separate Shanghai matchmaking event targeted biomedicine and the digital economy 10. These are real but still small relative to US market exposure.

Domestic policy is not shifting toward import absorption. Jiangsu's expanded trade-in subsidy now covers ten categories of smart home, digital and embodied-intelligence products — including humanoid robots, machine dogs, digital cameras and drones — with a 15% government subsidy capped at 1,500 yuan per item 2. That is consumption stimulus at the margin, with negligible effect on import demand. Hainan's governor inspected port and dangerous-goods safety controls 11, an administrative hardening that does nothing for trade volumes. Even the SCO/GGI governance narrative 12 and a Hong Kong ETO cultural/wine promotion in Sicily 13 add diplomatic and cultural weight but no trade data.

Outlook: high export volumes and a large surplus persist; the US truce stays shallow; diversification into ASEAN, Central Asia and Africa proceeds incrementally; and the principal risk is the accretion of barriers — now including a G20-level imbalance debate that could legitimize coordinated pressure on the surplus. The material picture has not changed; the next real test will be full-year 2026 destination data and the G20 communiqué.

What changed in this reading

No material change in the assessment: the new documents reconfirm the standing picture (Zhengzhou bonded-zone growth, US van-trailer AD/CVD finals, Jiangsu Central Asia/Africa deals, Hainan FTZ tariff expansion). Two incremental additions: Bessent's G20 push to shrink imbalances puts the surplus on a multilateral agenda 1, and Jiangsu's new trade-in subsidy for robots/drones is consumption stimulus, not an import-opening measure 2. Hainan port-safety inspections 11 and the Hong Kong ETO promotion in Sicily 13 are administrative/cultural, with no trade-volume impact.
