US AD/CVD wave widens as Beijing manages exports, builds domestic fallback

The standing judgment holds: Beijing is administering trade, not liberalising it. What has moved is where the pressure comes from. On 19 October 2026 the US Commerce Department advanced four separate China trade-remedy cases in a single Federal Register batch — a final affirmative countervailing-duty determination on truck bed covers, a postponement of the final less-than-fair-value determination on large diameter graphite electrodes with provisional measures extended, a further extension of the petition-adequacy deadline on wooden fence pickets, and the initiation of a covered-merchandise inquiry on diamond sawblades 1,2. None of it made a headline. That is the structure of the relationship now: a political truce at leader level that does not reach the case level, where duties accumulate product by product, notice by notice.

The product mix is the tell. Truck bed covers and wooden fence pickets are low-value fabricated goods; graphite electrodes are a mature industrial input sold to steelmakers. The remedy stack is not aimed at the technology frontier, where Beijing's own export controls live, but at the broad base of Chinese manufacturing — the part of the export book that generates the surplus and employs the most workers. Beijing's counter-arsenal, by contrast, is deliberately narrow and technically defensible: the 3 October anti-dumping case on EU p-nitrotoluene, filed by Jiangsu Huaihe and Hubei Dongfang with a dumping period of 1 July 2025 to 30 June 2026, is a scalpel built to survive a WTO panel rather than a bludgeon 3. Each side is now fighting on the terrain where its instrument is hardest to challenge.

The sharpest single item is diamond sawblades. A covered-merchandise inquiry is a scope and circumvention proceeding: it asks whether goods are entering under the wrong origin, and if Commerce finds they are, the tariff wall follows Chinese capacity offshore. That is a direct hit on Beijing's diversification strategy — the pivot to ASEAN and Belt-and-Road markets that the Canton Fair and CIIE circuit exist to deepen 4. Diversification is administratively managed from the Chinese side and administratively contested from the American side; the two systems are now chasing each other through the same third countries.

The inward-facing complement is easy to miss and matters more than it looks. On 29 September the financial regulator and MOFCOM issued 金发〔2026〕17号 (Jin Fa No. 17), ordering an expansion of domestic trade credit insurance (内贸险) — chain-based underwriting built around lead firms in key industrial chains, differentiated cover for services, digital and green trade, and pilots in Beijing, Jiangsu, Fujian, Guangdong, Ningbo, Shenzhen, Hunan and Sichuan, explicitly tied to integrating domestic and foreign trade (内外贸一体化) and to expanding domestic demand 5. Read alongside the 2027 automobile and motorcycle export-licence regime, which opened online on 30 September and requires proof of overseas after-sales networks on pain of suspension or loss of export rights, the direction is clear: fewer, better-supported exporters abroad, and a domestic market deliberately built as the shock absorber 6.

Nothing underneath has changed. August's balance-of-payments data still show goods exports of $388.1bn against imports of $271.9bn — a $116.3bn goods surplus, $94.4bn combined with services — a surplus that manufactures remedies abroad by construction 7. China's own inbound controls keep pace: the 22 September precursor-chemical catalogue adjustment requires licences for two added fentanyl-precursor esters shipped to the US, Mexico and Canada, and separately for Myanmar, Laos and Afghanistan 8. The technology catalogue consultation on 40 additions across AI, biomedicine and solar PV runs to 15 November and remains the largest unresolved piece on the outbound side 9.

The limits are real. The EU hybrid-vehicle restraint is still an unpublished understanding, so its scope, duration and enforcement are unknown, and Brussels' next instrument is signalled but not tabled. The fence-picket extension is procedural, not a duty, and may yet lapse. And the political floor keeps sinking under the commercial one: the 12 October Anti-Foreign Sanctions Law measures against Belize's trade minister Francis Fonseca froze assets, banned transactions and barred entry including Hong Kong and Macau 10, while Wang Yi's Zagreb meetings on 16 October kept a European diplomatic lane open even as Beijing litigates against Brussels 11. Watch three things: whether Commerce actually initiates the fence-picket cases, whether the diamond sawblades inquiry finds covered merchandise, and whether 内贸险 uptake shows up in insurance statistics before the export licence cycle bites in 2027.

What changed in this reading

The pushback front has broadened from Brussels and Tokyo to a US administrative wave: on 19 October Commerce issued a final CVD determination on truck bed covers, postponed the graphite-electrode final ruling while extending provisional measures, further extended the fence-picket petition-adequacy deadline, and opened a covered-merchandise (circumvention) inquiry on diamond sawblades 1,2. The brief now also folds in the 29 September NFRA-MOFCOM domestic trade credit insurance notice as the inward-facing complement to export management 5.
