Security-first holds; winter gas joins coal as the new front
Beijing still ranks secure supply above emissions, and the newest front is natural gas. On 21 September 2026 the National Energy Administration held a special meeting to size up gas supply for the 2026–2027 heating season, chaired by vice-administrator Wang Jianbo and framed explicitly against "continued turbulence in the Middle East" and the duty to keep households warm through winter 1. The sequencing judgment does not change; what changes is that winter crisis-preparation, until now a coal story, now runs on gas too.
The gas orders follow the coal template. Oil and gas majors — CNPC, Sinopec and CNOOC — must "vigorously add reserves and lift output," rooting incremental supply domestically; gas injection must be accelerated so underground storage enters winter full and coastal LNG tanks sit at high liquid levels; contingency plans must be tightened. PipeChina must hit its project nodes, and provinces such as Hebei — singled out for past winter lessons — must carry primary responsibility for balancing supply and demand. The meeting cited the China Meteorological Administration and the summer peak, which it said passed smoothly despite violent swings in international markets 1. This is procurement-and-storage mobilisation, not a demand-restraint or fuel-switching instruction.
Coal remains the base case underneath. The September joint notice from the NDRC, NEA and National Mine Safety Administration still stands as the supply-side instruction: push output to rebound under safety preconditions, advance mine resumption and joint trial-operation acceptance, honour medium-long-term thermal-coal contracts, treat imports as supplementary, build successor capacity and release capacity reserves "in due course" 2. August data show why it was issued and how partial the rebound is: raw coal output was 360 million tonnes, down 7.7% y/y though the fall narrowed 2.4 points from July, with January–August at 3.06 billion tonnes (-3.3%). Thermal generation fell 4.3%, the decline widening 0.8 points, while nuclear rose 9.4% and wind 7.9%, and total generation slipped 0.8% to 943.8 billion kWh 3.
Demand stays soft and lopsided, so the coal push is protective rather than a response to tightness. January–August fixed-asset investment fell 7.2%, with power, heat, gas and water investment down 6.9% and private investment down 10.1% 4, and the mid-September producer-price release showed only 21 of 50 monitored materials rising against 26 falling, with ferrous metals flipping negative — rebar -0.6%, hot-rolled coil -1.3% — and non-ferrous following, copper -1.6%, zinc -2.7% 5. That reverses early September, when 37 of 50 rose 6. Meanwhile the new-energy industrial base keeps compounding: lithium-ion battery output rose 57.2% and NEVs reached 1.647 million units (+21.9%) in August 7. Contraction stays concentrated in coal and metals.
On the emissions side, nothing has moved the sequencing. The Solid Waste Pollution Prevention 15th Five-Year Plan, detailed by MEE's Zhong Bin on 22 September, remains the only 15th-FYP implementing rule on the table, beneath the June Beautiful China 15th FYP and the December 2025 Comprehensive Solid Waste Governance Action Plan; it targets "reduce the stock, control new additions" (去存量、控新增) by 2030 and constrains waste streams, incineration and legacy sites — not a tonne of coal or a tonne of CO2 8. The environment is being operationalised on waste while supply-side reflation runs on coal and gas.
The grid-first model remains China's outward offering. The NEA–IEA Three-Year Cooperation Plan was signed on 11 September 9; Wang Hongzhi pitched large-grid operating experience to Singapore 10; the NEA pledged to keep Hong Kong supplied while backing its net-zero goals 11; and talks with Peru covered renewables, new power systems, storage and green mining 12. Energy was again absent from the top diplomatic agenda at the New Delhi BRICS summit, where Xi Jinping's initiatives centred on AI and digital cooperation 13.
The read changes when a provincial coal or carbon cap, grid-dispatch guidance or an MEE carbon implementing rule appears. Watch whether Q4 reverses the coal decline, whether winter gas demand strains the "full storage, high LNG" target amid Middle East risk, whether the -6.9% power-sector investment becomes slower capacity additions rather than a one-off, and whether the NEA–IEA plan yields shared standards and data rather than statements.
What changed in this reading
New this cycle: the NEA's 21 September 2026 special meeting on 2026–2027 heating-season natural-gas supply security, chaired by Wang Jianbo and tied to Middle East instability, which extends the security-first, reflation-style template from coal to gas with orders to lift domestic output, fill underground storage and hold coastal LNG tanks at high levels 1. The coal-supply, demand and environmental picture is otherwise unchanged from the prior brief.
