China's central demographic levers remain untouched — no retirement-age change, no pension parameter adjustment, no nationwide birth-support package — and the latest documents only confirm that policy motion stays subnational and marginal. The new material adds a workforce-training initiative for elder care and routine employment administration, but nothing that expands the working-age population, lifts fertility, or addresses pension solvency. The demographic trajectory is unchanged; outside readers should keep watching the center, not these local patches.

Labor transfer remains the strongest working mechanism. Guangdong-Guizhou cooperation has placed 1.3576 million rural workers in stable jobs since the 14th Five-Year Plan, 963,000 formerly impoverished, via 65 labor-service workstations and 215 "one county, one enterprise" bases, with 28 social-insurance items portable under "粤黔社保通" ¹. The Sichuan-Chongqing residence-permit mutual recognition, extended to Dazhou, Suining, Nanchong and Guang'an, cuts friction for workers moving to jobs ².
