  "headline": "Minors' online-safety rule drafted; platform regulation stays rulemaking-led, not antitrust",
  "brief_md": "The judgment is unchanged — China's platform-economy regulation still runs through rulemaking and standards, not enforcement — but this set adds the most concrete platform-facing regulatory document in months. On 18 September the Cyberspace Administration of China opened public comment, until 17 October 2026, on a draft State Council regulation on ensuring minors' healthy and safe use of the internet (国务院关于保障未成年人健康安全使用网络的规定（征求意见稿）) [doc:23431]. It matters because it is a State Council-level instrument that reaches platforms directly, and it revises the standing line that no platform-facing State Council directive was in play.\n\nThe mechanism is child-protection-by-design applied at three layers. The draft covers anyone providing network services to minors in China, anyone manufacturing smart terminal products, and anyone distributing applications through app-distribution platforms, and requires all three to follow the principle of the best interests of the minor [doc:23431]. It is grounded in the Minors Protection Law, the Cybersecurity Law and the Personal Information Protection Law, so duties are layered onto the device, the app store and the service simultaneously. That is the defining feature of the current posture: obligations are written ex ante into regulation that will then be operationalised through standards, rather than extracted through penalties after the fact.\n\nThe counter-signal is that none of this is enforcement. There is again no SAMR anti-monopoly decision, no CAC action under the PIPL or the Data Security Law, and no final text — only a comment solicitation, with feedback routed to weibao@cac.gov.cn and a deadline of 17 October [doc:23431]. Most of the remaining material is macro and industrial with no platform-conduct content: the National Bureau of Statistics reported August industrial value-added up 5.2% year-on-year, high-tech manufacturing up 16.7%, and CPI up 0.8% [doc:23193][doc:22809], while Liaoning's smart-manufacturing coverage (18 excellence-grade and 1,312 basic or advanced-grade smart factories) is promotion, not policing [doc:22822].\n\nThe standards channel is unchanged and remains the binding mechanism. CAC's 3 September notice rotates the National Cybersecurity Standardization Technical Committee (SAC/TC260) into its fourth term and explicitly reserves seats for representatives of well-known domestic and foreign-invested enterprises in cybersecurity, information and communications technology, internet media, data security and artificial intelligence [doc:21735]. Data-localisation thresholds, security assessments and AI and content standards are drafted inside this committee, and a minors' protection regime would likewise need technical annexes. The published fourth-term roster is still the single clearest test of whether standard-setting stays collaborative with industry or narrows to state bodies.\n\nOutward, Beijing keeps exporting a cooperation register rather than a punishment one. At the New Delhi BRICS summit on 12–13 September, Xi Jinping proposed AI open-source, digital-industry and smart-manufacturing cooperation and announced a BRICS AI open-source zone, a BRICS digital industry cloud platform and a youth science-and-technology exchange programme, with China chairing BRICS in 2027 [doc:23145]. State Councilor and Public Security Minister Wang Xiaohong, opening the International Alliance Combating Telecom and Cyber Fraud in Lianyungang on 10 September, pledged to build it into a global anti-fraud platform [doc:22908]. Cross-border data-security incidents continue to be handled privately: Tencent fixed the vulnerability Calif said could take over WeChat accounts, and MFA spokesperson Mao Ning declined specifics while restating that AI should be steered to good and guarded against abuse; she also rejected CISA's accusation that DeepSeek and Moonshot AI stole US model technology [doc:22790].\n\nFor outside readers the practical implication is now slightly sharper. Discount renewed-crackdown narratives, but budget for incremental compliance cost generated by rulemaking as well as standards — the minors' draft is the first item in this set that would impose explicit product and platform design duties, potentially on non-Chinese terminal makers and app stores serving Chinese users. The near-term tests are the final minors' regulation text after 17 October, the published fourth-term TC260 roster, and any fourth-quarter SAMR or CAC penalty announcements [doc:23431][doc:21735].",
  "what_changed": "CAC opened public comment on 18 September 2026 (deadline 17 October) on a draft State Council regulation on minors' healthy and safe internet use that imposes duties on network service providers, smart-terminal manufacturers and app-distribution platforms — the first State Council-level, platform-facing rule in this set, revising the prior claim that no such directive was in play [doc:23431]. It is a draft for comment with no accompanying enforcement, so managed normalization holds, but the instrument is new.",

  "open_questions": [
    "Will the final State Council regulation on minors' internet use keep the obligations on smart-terminal manufacturers and app-distribution platforms, or narrow them to service providers only?",
    "Will the published fourth-term SAC/TC260 roster retain seats for well-known foreign-invested enterprises, or tighten membership toward state and domestic bodies?",
    "Will SAMR or CAC announce any anti-monopoly or PIPL/DSL penalty against a platform in the fourth quarter of 2026?",
    "Will sustained US accusations of AI-model theft by Chinese firms produce a defensive tightening of cross-border data and model-transfer rules?"
