"headline": "Supply-first sequencing holds; France dialogue extends grid-and-electrification outreach",
"brief_md": "Beijing's ordering of secure supply above emissions is unchanged, and the newest documents only harden it. The September industrial and energy data show coal contracting more slowly while new-energy manufacturing compounds, and no provincial coal or carbon cap, grid-dispatch instruction or MEE carbon implementing rule has appeared to disturb the sequence set by the coal and gas mobilisations [doc:23198][doc:23194].\n\nWhy it matters: the supply-first posture is now funded and organised across two fuels. The 21 September NEA special meeting framed the 2026–2027 heating season explicitly against \"continued turbulence in the Middle East,\" ordering CNPC, Sinopec and CNOOC to add reserves and lift domestic output, demanding gas injection be accelerated so underground storage enters winter full and coastal LNG tanks sit at high liquid levels, and directing PipeChina to hit project nodes and Hebei to carry primary balancing responsibility [doc:24010]. Underneath, the September NDRC–NEA–Mine Safety notice still runs the coal playbook: push output to rebound under safety preconditions, honour medium-long-term thermal-coal contracts, treat imports as a supplement and release capacity reserves \"in due course\" [doc:23394].\n\nAugust data show the coal decline narrowing but not reversing, with the mix shifting under it. Raw coal output fell 7.7% y/y to 360 million tonnes, the drop 2.4 points smaller than July, leaving January–August at 3.06 billion tonnes (-3.3%); thermal generation dropped 4.3%, the decline widening 0.8 points, while nuclear rose 9.4% and wind 7.9%, and total generation slipped 0.8% to 943.8 billion kWh [doc:23198]. Industrial value-added makes the same split visible from the other side: mining fell 1.4% and coal mining and washing fell 5.6%, steel output fell 5.5% and cement 11.7%, even as oil and gas extraction rose 6.2%, electrical machinery 9.9% and computers and electronics 17.2% [doc:23194][doc:23193].\n\nDemand remains the reason the coal push is protective rather than a response to tightness. January–August fixed-asset investment fell 7.2%, with power, heat, gas and water investment down 6.9% and private investment down 10.1%, and the August manufacturing PMI sat at 49.8% — below the 50 line [doc:23195][doc:23193]. Mid-September producer prices stayed split, 21 of 50 monitored materials up against 26 down, with ferrous and non-ferrous metals negative [doc:23875]. The new-energy industrial base keeps compounding regardless: lithium-ion battery output rose 57.2%, NEVs reached 1.647 million units (+21.9%) and industrial robots rose 34.6% [doc:23194].\n\nOn the emissions side nothing has moved the sequencing. The Solid Waste Pollution Prevention 15th Five-Year Plan, detailed by MEE's Zhong Bin on 22 September, remains the only 15th-FYP implementing rule on the table, beneath the June Beautiful China 15th FYP and the December 2025 Comprehensive Solid Waste Governance Action Plan; its target — \"reduce the stock, control new additions\" (去存量、控新增) by 2030 — constrains waste streams, incineration and legacy sites, not a tonne of coal or a tonne of CO2 [doc:23769].\n\nThe outward-facing pitch is widening from a grid story to a whole-system transition story. On 29 September NEA vice-administrator He Yang and Cédric Brière, director-general of France's energy and climate directorate, co-chaired the Fifth China–France Energy Dialogue in Beijing, covering energy transition and security, electrification, renewables, storage and hydrogen, and civil nuclear, with CNNC, Huaneng, Dongfang Electric and CGN alongside EDF, TotalEnergies, Air Liquide and Orano in the room [doc:24099]. That sits alongside the NEA–IEA Three-Year Cooperation Plan [doc:23248], Wang Hongzhi's large-grid pitch to Singapore [doc:23275], the supply-and-net-zero pledge to Hong Kong [doc:23274] and storage and new-power-system talks with Peru [doc:23187]; energy was again absent from the top agenda at the New Delhi BRICS summit [doc:23145].\n\nThe read changes when a provincial coal or carbon cap, grid-dispatch guidance or an MEE carbon implementing rule appears. Watch whether Q4 reverses the coal decline, whether the -6.9% power-sector investment becomes slower capacity additions rather than a one-off, whether winter gas demand strains the \"full storage, high LNG\" target amid Middle East risk, and whether the France and IEA tracks yield shared standards and projects rather than communiqués.",
"what_changed": "Adds the Fifth China–France Energy Dialogue (29 September, NEA vice-administrator He Yang and France's Cédric Brière), broadening the outward-facing pitch from large-grid operating experience to transition, electrification, storage, hydrogen and civil nuclear [doc:24099]; richer August industrial detail confirms the contraction is concentrated in coal and metals while oil and gas extraction, electrical machinery and electronics expand [doc:23194][doc:23193]. No sequencing shift: still no provincial coal/carbon cap, grid-dispatch guidance or MEE carbon implementing rule.",

"Does Q4 2026 reverse the year-to-date coal output decline, or does the September coal-supply notice only slow the contraction?",
"Does the -6.9% January–August fall in power, heat, gas and water investment translate into slower generation and grid capacity additions, or is it a one-off base effect?",
"Will winter gas demand strain the 'full underground storage, high coastal LNG liquid levels' target amid Middle East risk?",
"Will MEE issue a carbon-related 15th Five-Year Plan implementing rule, or does the environment stay operationalised on waste streams only?",
"Do the France and IEA cooperation tracks produce concrete projects and shared standards, or remain dialogue and communiqué?"
